The urgent renewal of the structures of power
Renewing a structure means recognizing that yesterday’s answers can become weaknesses in the face of today’s problems. Change, however, requires distinguishing reform from the mere concentration of power. Wiracocha faces that dilemma when he receives a Cuzco threatened by internal rivals and by the Chancas, and concludes that he must reorganize the army and strengthen authority.
Renewal begins with authority. Wiracocha seeks to reorganize the army and reinforce the sovereign’s decision-making capacity. CondorSoul warns of the risk of turning that necessity into despotism, but the Inka insists that weakness can also destroy a community.
Every institution faces moments when continuing exactly as before is riskier than changing. The difficulty lies in knowing what must be renewed and what limits must be preserved.
Renewal requires correcting what has ceased to work without turning the urgency of change into an excuse to eliminate every limit, while retaining community legitimacy.
